Our cities are deprived of rich 'public open spaces'. They are mere extensions of sidewalks, or plazas devoid of activities. What was originally planned to activate and serve the public realm is nowadays merely the residue of the surrounding urban fabric. This current situation was the starting point for us to rethink and redefine the nature of the 'public open spaces'. By integrating the concept of  public open spaces with the floor-area-ratio, a new typology of architecture may be possible. The architecture will convert the unused 'sky(空)' into rich public 'open spaces(空)'.

私たちの都市は、豊かな「パブリック・オープン・スペース」を失っている。それらは歩道の延長にすぎなかったり、活動のない広場であったりする。もともと公共空間を活性化し、社会に奉仕するために計画された場所は、いまや周囲の都市組織の“残余”として扱われている。この現状こそ、私たちが「パブリック・オープン・スペース」の本質を再考し、再定義する出発点となった。パブリック・オープン・スペースの概念を容積率（FAR）に統合することで、新たな建築の類型が生まれる可能性がある。この建築は、これまで活用されなかった「空（スカイ）」を、豊かな公共の「空（オープンスペース）」へと転換するものである。
